This seminar is about the challenges LIRR encountered and how it managed to reduce the state of good repair backlog of railroad bridges from 175 (34%) to 74 (14%) in seven (7) years by leveraging both capital and operating resources effectively.

Given the numerous risks factors related to an aging inventory of over five hundred (500) railroad bridges, more than 1,600 viaduct spans, and the perennial limitations to available resources, LIRR recognized a pressing need for a sophisticated tool used to prioritize Structures work and effectively allocate resources in such a way that the major objectives of safety and reliability are met at all times. LIRR developed and implemented a whole-life engineering asset management system that Engineering/Structures started using in 2009 to allocate resources, both capital and operating for line structures (bridges, viaducts). A prioritization index based on physical condition ratings, traffic, and load capacity rating factors was developed and used as tool to analyze the significant risks to be dealt with on the way to the state of good repair for LIRR line structures.

Horia Necula, P.E. is the LIRR Asset Management leader responsible for the Line Structures Programs and the last three five-year Capital Programs, including the 2015-2019 Capital Program ($170M). He is also the Bridge Asset Manager responsible for developing the annual state of good repair (SGR) work plans and long term priorities for LIRR line structures (bridges and viaducts).
